People don't generally wake up one morning and decide that they'd like to participate in a hearings process because it's something they've always longed to do. It generally happens because they feel strongly about an issue or an event which is often unexpected, unanticipated, perhaps even unwanted. And when it comes to communicating, some can be more equal than others. 

Whether it's the Resource Management Act, the Local Government Act or some other exciting* statutory process, hearings can be daunting and intimidating for all concerned.
By its very definition, a hearing likely means the expression of more than one opinion. 
For hearings to be really effective, all people taking part need to be actively listened to, feel safe and respected as they are participating. Decisions made after hearings need to be made taking into account the relevant considerations. Yet during the hearings, people aren't necessarily only going to say things which are on point.
